(78 of 1999 s. 7) (Cap 132, section 77) [1 August 1968] L.N. 73 of 1968 (L.N. 46 of 1968) Cap 132A s 1 (Repealed 78 of 1999 s. 7) PART I PRELIMINARY Cap 132A s 1A (Repealed 78 of 1999 s. 7) Cap 132A s 2 Interpretation In this Regulation, unless the context otherwise requires- (78 of 1999 s. 7) "abattoir" (屠场) means an abattoir specified in Schedule 1; "authorized officer" (获授权人员) means- (a) a health inspector; and (b) a public officer appointed under section 3(1); (L.N. 279 of 1991; 78 of 1999 s. 7)"carcass" (屠体) means the body of a dead food animal; (L.N. 210 of 1972; L.N. 279 of 1991) "Director" (署长) means the Director of Food and Environmental Hygiene; (78 of 1999 s. 7) "dressed carcass" (去脏的屠体) means, in respect of a bovine animal, sheep or soliped, a carcass from which the offal, hide and head have been removed and, in respect of a swine or goat, a carcass from which the offal has been removed; (L.N. 279 of 1991) "entry permit" (入场许可证) means an entry permit issued under section 34(1); (L.N. 279 of 1991; 78 of 1999 s. 7) "food animal" (食用牲口) means live bovine animal, swine, goat, sheep or soliped; (L.N. 279 of 1991) "lairage" (牲口栏) means a part of an abattoir which is used for the confinement of food animals; (L.N. 279 of 1991) "licensed slaughterhouse" (持牌屠房) means a slaughterhouse in respect of which a licence has been issued under section 9 of the Slaughterhouses Regulation (Cap 132 sub. leg.); (L.N. 329 of 1990; 78 of 1999 s. 7) "manager" (经理) means a person appointed by the Director to manage or assist in the management of an abattoir; (L.N. 143 of 1976) "offal" (什脏) means any part of a carcass which is removed therefrom during the process of dressing it, but does not include the hide or skin; (L.N. 210 of 1972; L.N. 279 of 1991) "waiting lairage" (待宰栏) means a lairage in which food animals are confined while awaiting slaughter. (L.N. 279 of 1991) (78 of 1999 s. 7) Cap 132A s 2A Restriction on slaughtering of food animals (1) Subject to subsection (2), no person shall- (10 of 1986 s. 32(2)) (a) slaughter, or cause or permit to be slaughtered, any food animal for human consumption in any place except an abattoir or a licensed slaughterhouse; (L.N. 329 of 1990) (b) slaughter, or cause or permit to be slaughtered, any food animal for human consumption otherwise than in accordance with this Regulation; (c) dress, or cause or permit to be dressed, the carcass of any food animal for human consumption otherwise than in accordance with this Regulation.(2) The Director may authorize in writing the slaughtering or dressing of any food animal for human consumption in a place other than in an abattoir or a licensed slaughterhouse, in such manner and subject to such conditions as he thinks fit. (L.N. 279 of 1991) (3) Any person who contravenes subsection (1) shall be guilty of an offence and shall be liable to a fine at level 5 and to imprisonment for 6 months, and in the case of a continuing offence to a further daily fine of $600. (L.N. 284 of 1987; L.N. 177 of 1996) (L.N. 33 of 1975; L.N. 279 of 1991; 78 of 1999 s. 7) Cap 132A s 3 Appointment of authorized officers (1) The Director may appoint any public officer to be an authorized officer in an abattoir for the purposes of such of this Regulation as he may specify. (2) In the exercise of his powers and functions under this Regulation an authorized officer shall be subject to the directions of the manager of the abattoir. (78 of 1999 s. 7) Cap 132A s 4 Fees (1) There shall be payable by every person to whom any services have been provided in an abattoir the prescribed fee. (L.N. 179 of 1995) (2) The manager may, if there is a prescribed fee for that purpose, nominate that a night will be for night slaughter. (L.N. 345 of 1988) (3) If a person brings a food animal into an abattoir to be slaughtered before 8 a.m. on the morning after a night nominated for night slaughter, the person shall pay the prescribed fee, if any, for night slaughter. (L.N. 345 of 1988; L.N. 279 of 1991) (L.N. 179 of 1995; 78 of 1999 s. 7) Cap 132A s 5 Hours of admission PART II ADMISSION OF FOOD ANIMALS TO ABATTOIRS (L.N. 279 of 1991) The manager of an abattoir way fix the hours during which it shall be open each day for the admission or slaughter of food animals. (L.N. 33 of 1975; L.N. 279 of 1991) Cap 132A s 6 Power of manager to prohibit entry to parts of abattoir (1) Notwithstanding any entry permit issued under section 34 or any pass issued under section 35, if in the opinion of the manager of an abattoir it is expedient to do so for its efficient operation or maintenance, he may by order in writing prohibit, either permanently or for such period as he thinks fit, the entry of persons without his consent to any part of the abattoir specified in the order. (L.N. 33 of 1975; L.N. 279 of 1991) (2) A copy of an order under subsection (1) shall be posted in a conspicuous place outside the part of the abattoir to which it relates. |
